Do people deserve their governments?

It seems that most dictatorships were either elected or popularly emplaced at least initially. Hitler was elected democratically and most Cubans supported Castor's coup. Hugo Chavez recently won elections with overwhelming support, as do any number of corrupt African regimes. So do people deserve the govenments? Why or why not?
