You want MP3TAG. You may need to learn about the tag data in mp3 etc files. Once you have corrected any missing or bad tag data, MP3TAG will rename your files to your specifications. I use C:\music\%band%\%album%\%track% %title% . This automatically puts mp3 files in the right folders. Note the %band% tag is a better choice than %artist% because some albums are not just one artist. The tag %band% (~album artist) is often = "Various Artists". The tag %artist% can also include guest artists on each track. Media players organize based on band, album, and disk number.
